16. Bowen, 80, Dies After Illness Mrs. Celia Bowen, 80, of 1119 Lafayette died yesterday in Community Medical Center West MRS. CELIA BOWEN after an illness. She was the widow of William Bowen.

Daughter of the late William B. and Sarah James Evans, she was a member of Jackson Street Baptist Church, its Gleaners Bible Class and Liberty Council, Daughters of America. Mrs. Bowen resided at 335 North Hyde Park Ave. for years and attended Sumner (18) School.

She later worked for the Zimmer Furniture Co. Surviving are a daughter, Mrs. Alexander Girvan, this city; a son, William, Buffalo, N.Y.; five grandchildren, four great-grandchildren; two brothers, Elmer J. Evans, Elmhurst, and Hayden Evans, this city; two sisters, Mrs. Walter D.

Mr. Fullagar died Saturday in Pittston Hospital where he was admitted as a medical pa- tient Wednesday. The lifelong Pittston area resident was widely known in sports circles, having served as athletic coach at Pittston High School for some time. He also worked for years as a trainman for the Lehigh Valley Railroad and more recently as desk clerk at Pittston YMCA. District Attorney Thomas E. Mack said Mr. Earl shot himself in the right temple with a 22- caliber revolver. His body was found by his landlady, Mrs. Donald Gross, who lives in the same building.

Mrs. Gross told authorities that Mr. Earl apparently had made an appointment to meet a friend early last night. She said the friend, who was not identified, called her when Mr. Earl failed to appear.

Mrs. Gross then checked the victim's apartment and found Mrs. Stepelevitch, Old Forge, Is Dead Mrs. Stella Stepelevitch, 312 Charles Old Forge, died this morning in State General Hospital after a four week illness. Born in Dupont, she lived in Old Forge 50 years.

Her husband, Charles died in 1960. She was a member of St. Michael's Roman Catholic Church, Old Forge. Surviving are two sons, Old Forge, and Robert, Covina, five grandchildren; four sisters, Mrs. Frances, Jahera, Clark's Summit; Mrs.

Cumberland County Coroner Alph Clark, who issued a verdict of suicide, said the woman killed herself by firing a .22 caliber slug from a rifle into her left temple. Mrs. Shea served as bacteriologist at Johns Hopkins Clinic in Baltimore, and in May, 1948, was presented with a medallion for her research work at John's Hopkins Laboratory of Applied Physics in Bethesda for work in the field of naval ordnance.

Actor Is Felled By Ann-Margret HOLLYWOOD (P) Actress Ann-Margret hit actor James Ward on the head with a bottle and sent Ward to a Hollywood hospital with a concussion. It happened in a movie brawl scene. The bottle, made of a clear, candy-like material, breaks easily on impact, if used correctly. But Ann-Margret hit Ward with the butt end of the bottle and it didn't break. Ward slumped to the floor.

Ann-Margret screamed and fled to her dressing room. Next on her schedule: Lessons in how to hit with a bottle. Envoy Stevenson Agrees to Remain WASHINGTON (P) William E. Stevenson has been asked to continue as U.S. ambassador to the Philippines because of the unstable situation in Southeast Asia.

The White House announced yesterday, that Stevenson had agreed to on at President Johnson's request. Stevenson submitted his resignation last month. LAURA PAGNANI (Continued from Page 3) is that the "governing body" in a city Scranton with a "strong mayor" form of government is "the executive branch" and thus the appointing power rests with him. There is "precedent" for this view, he said, in the fact that the late Mayor James T. Hanlon made the original appointments to the sewer authority board in 1953.

The Mayor turned the letter over to City Solicitor H. R. Van Deusen Jr. for study and recommendation. There are two vacancies on the board and a third will open up Jan.

1. The Mayor said last week he intended to fill the two vacancies this week. Mr. Hanahue, who last week won his point on length of terms of present board, noted that the board should be properly constituted if the authority is to issue bonds to finance construction of a sewage treatment system and if the bonds "are to be saleable." If the Sewer Authority special counsel is right on this claim, council will have to rename present board members to keep them in office. A carbon copy of the letter was sent to City Clerk DeSarro and probably Franco before the councilmen at their meeting tomorrow.

Solicitor VanDeusen concurred with Attorney Hanahue last week that terms expire on the Jan. 1 following anniversary dates of appointment rather than anniversary dates. Thus, Gerald A. Kelleher's term is to expire Jan. 1 rather than May 14, as Mr.

VanDeusen and the Mayor, had first argued. the authority and city executives were in agreement that the terms of Attorney Ralph G. Mastriani and Michael Cadden have already expired, but not as to the dates. Under the Hanahue view now shared by Mr. VanDeusen and the Mayor, the term of John F.
